Once Facebook accepts an application, ALL responsibility for maintaining said app, is clearly on the shoulders of the app developers. Only Zynga applications have errors that state "Facebook is having problems." or "The developers are working with Facebook to iron out the kinks." They have dropped the ball on their BEST app ever, My Heroes Ability, and will not reply to emails asking for the app to be maintained and updated.
